Notice is hereby given that sealed bids will be received for the project named below by Northwest Mississippi Community College located at the Office of Purchasing, 2nd Floor McCormick Administration Building, 102 Administration Circle, Senatobia, MS, until 2:00 PM May 4th, 2023.

Career Technical and Workforce Centers EDA #04-79-07731

This project consists of a new 2 story, Career Technology Education and Workforce Facility which will have Nursing and Health Science classrooms, labs, administration space, workforce training space, a testing center, and a large meeting space. This facility will be developed on the existing Northwest Community College Desoto Campus and will also include sitework and utility infrastructure.

This project is being funded by an EDA grant and will have to follow the requirements of the U.S. Department of Commerce. See specifications for additional requirements

Bid preparation will be in accordance with the Instructions to Bidders bound in the Specification Documents. Bid documents are available at the Office of Purchasing, 2nd floor McCormick Administration Building, 102 Administration Circle, Senatobia, MS 38668.

The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder. Should no award be made within sixty (60) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder, at the request of the Owner, agrees in writing to a longer delay.

Northwest Mississippi Community College reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of Northwest Mississippi Community College.

All bids submitted in excess of $50,000.00 by a Prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors.

PRE-BID CONFERENCE

A pre-bid conference has been scheduled on April 25th, 2023 at 9:00 am, meet in the lobby at the Desoto Center Campus location at the project address listed above. All general contract/major subcontract Bidders and Suppliers are urged to attend. All Bidders are expected to have familiarized themselves with conditions relating to the work prior to the pre-bid conference.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration, and therefore is subject to the Federal laws and regulations associated with that program.

Neither the United States nor any of its agencies will be a party to this Advertisement for Bids or any resulting contract.

This financial assistance award EDA#04-79-07731 executed by the Economic Development Administration (EDA) and Northwest Mississippi Community College, is awarded for the purpose of construction of certain physical infrastructure as specifically set forth in the Award’s scope of work.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration, and therefore is subject to the Federal laws and regulations associated with that program.

Bidders on this work shall be required to comply with the provisions of on this work shall be required to comply with the provisions of the President’s Executive Order No. 11246, as amended. The bidders shall also comply with the requirements of 41CFR Part 60-4 entitled Construction Contractors.

The bidders’ attention is also called to the Minority/Women Business Participation requirements contained in the Project Specifications. A goal of 6.9% participation of female owned businesses and 32.3% for minority owned businesses for construction related or purchase related contracts for the work.

In addition, the Contractor must meet guidelines and practices established by appropriate Federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title IV of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for Records Clause, 11) Contractors and Subcontractors Certification, and other that may be appropriate or necessary.

Contractors and Sub-contractors are notified that they are required to pay not less than the prevailing wage rates established by the U.S. Department of Labor and the Davis-Bacon Act. Said wage scale is included in the project specifications and will be modified, if applicable.
